Yongchun Huang: Research on the Synergy Mechanism of Integrated Talent Development in Yangtze River Delta under the Perspective of ‘Industry-Talent-City’ Adaptation

       In August 2020, during a symposium on promoting the integrated development of the Yangtze River Delta, General Secretary Xi Jinping pointed out that an integrated approach and measures should be taken to break administrative barriers, enhance policy coordination, and allow elements to flow smoothly over a larger area. This would gather stronger forces to promote the high-quality development of the Yangtze River Delta. Therefore, the integrated development of the Yangtze River Delta urgently needs to promote the deep integration of technological innovation and industrial development, especially to optimize the allocation of human resources, particularly high-level talent, across the region. However, the integration process of the Yangtze River Delta faces issues such as industrial homogeneity and similar policies, which have led to inter-city talent wars, limiting the flow and sharing of regional talent and hindering the integration of industry, talent, and cities.

Based on this context, Professor Huang Yongchun 's research team applied for the 2021 National Social Science Fund project Research on the Coordination Mechanism for the Integrated Development of Talent in the Yangtze River Delta from the Perspective of the Adaptation of Industry, Talent, and City. This project will utilize spatial categorization and spatial choice theory to construct an analytical framework for talent integration through the adaptation of industry, talent, and city. It will establish an adaptation index of industry, talent, and city for the current development status of the Yangtze River Delta integration, measure the degree of talent integration and the spatiotemporal pattern of industry, talent, and city adaptation in the Yangtze River Delta. By analyzing the coordination and evolution characteristics of the Yangtze River Delta's talent policy system, it will explore the fostering and constraining mechanisms of talent integration in the Yangtze River Delta. Based on synergy theory, the project will explore the coordination mechanism of talent integration in the Yangtze River Delta from four dimensions: attracting, nurturing, utilizing, and serving.

The research results of this project will expand the field of regional talent management research, promote the improvement of theoretical research on talent integration, and deepen the development of this frontier issue. It will not only provide guidance for the formulation of talent policies for attracting, nurturing, retaining, and utilizing talent in the Yangtze River Delta but also promote the integration of industrial structure and urban functional layout in the Yangtze River Delta, thereby contributing to the integrated development of the Yangtze River Delta. It will also provide guidance and reference for the formulation of talent integration development policies in other regions of China, promoting the integration and fusion of the talent chain with the element chain, innovation chain, and industrial chain, and achieving high-quality development.
